| Hati >> - Free Trade Area of the Americas: Hati >>
- Hati >> In July 2002, the Haitian Parliament voted on a new free trade zone law that allows for the development of commercial, industrial, warehousing and services free trade zones. The law provides fiscal and customs incentives for enterprises in these zones. Under the law, some enterprises benefit from a 15-year tax exemption. After the 15-year mark, 15 percent of their income will be taxed at the end of the first year, 30 percent the at the end of the second year, 45 percent at the end of the third year, 60 percent at the end of the fourth year, 80 percent at the end of the fifth year, and 100 percent at the end of the sixth year. An extension of the 15-year period can be granted in certain cases. One such free trade zone has been established in northern Haiti in Ouanaminthe and is used for textile production.

- Free Trade Area of the Americas: Honduras >>
- Honduras >> Export processing zones can be established anywhere in the country, and companies operating in export processing zones are exempt from paying import duties and other charges on goods and capital equipment. In addition, the production and sale of goods within export processing zones are exempt from state and municipal income taxes for the first ten years of operation. Companies operating in an export processing zone are permitted unrestricted repatriation of profits and capital and have access to onsite customs facilities. However, companies are required to purchase the Lempiras needed for their local operations from Honduran commercial banks or from foreign exchange trading houses registered with the Central Bank.
Most industrial parks and export processing zones are located in the northern Department of Cortés, with close access to Puerto Cortés, Honduras’ major Caribbean port, and San Pedro Sula, Honduras' major commercial city and a transportation crossroads. Industrial parks and export processing zones are treated as offshore operations. Subsequently, customs duties must be paid on products manufactured in the parks and sold in Honduras. In addition, if Honduran inputs are used in production, they are treated as exports and must be paid for in U.S. dollars. While most companies that operate in these parks are involved in apparel assembly, the government and park operators are beginning to diversify into other types of light industry, including automotive parts and electronics assembly. Privately-owned tourism zones may be established to promote the development of the tourism industry in Honduras. The law allows the free importation of equipment, supplies, and vehicles to businesses operating in designated tourism zones, with certain restrictions. US Department of State. | | Hong Kong >> - Hong Kong >> Hong Kong is a free port without foreign trade zones. Hong Kong's modern and efficient infrastructure supports Hong Kong's role as a trade entrepot and regional financial and services center. Rapid growth has placed severe demands on that infrastructure, requiring major new investments, particularly in transportation and shipping facilities. Hong Kong has plans to invest USD 18.6 billion over the next five years with the goal of enhancing its competitiveness as a regional center. Significant elements include a planned expansion of container terminal facilities, additional roadway and railway networks, major residential/commercial developments, community facilities, and environmental protection projects. In May 2004, the Legislative Council passed a bill allowing the Hong Kong Government to issue USD 2.6 billion bonds to fund infrastructure or other investment projects.
| | Hungary >> - Hungary >> The 1988 Law on Foreign Investment, the 1995 Law on Customs, Customs Procedures, and the 1995 Law on Foreign Currency allowed and regulated the operation of foreign trade zones. Prior to Hungary becoming a full member of the EU, 143 companies operated in about 130 customs free zones, producing about half of total Hungarian exports.
According to Law CXXVI of 2003, permits for operating in customs free zones expired. To ensure continuous operation, however, companies affected could register to request new permits starting February 2004. These companies could transfer their assets without VAT or customs obligations until April 30, 2004. Currently Hungary applies EU Regulation 2913/1992 of the EU Council and Committee regulation 2454/1992, regarding implementation. Customs office No. 17. is authorized to supervise such operations. Currently no company operates in customs free zones and all of them transferred their assets and continued operation following customs handling of their assets. The Finance Ministry plans to nominate customs free zones, but currently there seems to be little demand for this service. Possible sites could include Székesfehérvár, Gyõr, Kecskemét, Miskolc, or Szombathely.
