- Bulgaria >> There are at present six operational “free zones” in Bulgaria: Ruse and Vidin ports on the Danube; Plovdiv; Svilengrad (near the Turkish border); Dragoman (near the Yugoslav border); and, Burgas port on the Black Sea. They are all owned by joint stock or state-owned companies. The government provided land and infrastructure for each zone.
-- Plovdiv, the only inland free zone, is the most profitable, with 24 investment projects. -- The Burgas FTZ has the largest warehousing and automotive distribution facilities in Bulgaria and is used by more than 100 foreign and joint venture companies including Samsung. -- Limited manufacturing is conducted in both the Plovdiv and Ruse FTZs. All forms of production and trade activities and services may take place in the free zones. Foreign goods delivered to the free zones for production, storage, processing, or re-export are VAT and duty exempt. Bulgarian goods may also be stored in free zones with permission from the customs authorities. Convertible foreign currency may be used and revenues can be transferred abroad freely without any restrictions. Administrative procedures relieve the investor from needing to contact local authorities directly. Production and labor costs are low, with well-trained and highly qualified labor available. All the zones are located on strategic trade rail, road, and/or water trade routes. | | Camaroon >> - Camaroon >> While Cameroon presently has no designated foreign trade zones or free ports, it has an industrial free zone (IFZ) regime applicable at any location through "industrial park" or "single-factory" zones. Created in 1990 to promote internationally competitive export industries, the IFZ regime creates certain broad regulatory and tax exemptions for investors and it is unclear how the 2002 Investment Charter will affect the IFZ regime privileges.
To qualify for IFZ status, the goods or services produced by an enterprise must not have detrimental effects on the environment, and 80 percent of production must be exported. IFZ firms receive a 10-year exemption from taxes and are subject only to a flat tax of 15 percent on corporate profits beginning in the eleventh year. They have a right to tax-free repatriation of all funds earned and invested in Cameroon, and are exempt from foreign exchange regulations. They are also exempt from existing and future customs duties and taxes, including those on locally purchased production inputs. The National Office for Industrial Free Zones (NOFIZ) is the non-profit regulatory body established to oversee and administer Cameroon's IFZ program. - Chile >> Chile has two tax-free zones, one is in the northern port of Iquique (Region I) and the other in the southern city of Punta Arenas (Region XII). Merchants and manufacturers in these zones are exempt from corporate tax and from VAT and customs duties. Goods can be re-exported without paying taxes, but products that are sold within Chile must pay VAT and import duties upon leaving the zone (except to immediate geographical area in which a lower tax rate applies). The same exemptions also apply to manufacturers in the Chacalluta and Las Americas Industrial Park in Arica (Region I). US Department of State.

- China >> China's principal duty-free import/export zones are located in Dalian, Tianjin, Shanghai, Guangzhou, and Hainan. In addition to these officially designated zones, many other free trade zones (FTZs) offering similar privileges exist and are incorporated into economic development zones and open cities throughout China. However, restrictions and charges often apply and can affect venture operations and business in the latter zones. The future of FTZs is in question due to China’s WTO commitment to grant trading rights to all enterprises. Some trade analysts think most FTZs will either die out or be scaled back after full trading and distribution rights are implemented, because so much of their current attraction stems from the trading rights they offer.

- Croatia >> A Law on Free Trade Zones was adopted in June 1996. According to this law, a foreign-owned or domestic company in a foreign trade zone (FTZs) may engage in manufacturing, wholesale but not retail trade, foreign trade, banking and other financial activities. New laws on free trade zones and industrial parks, which were being considered at the time of the last Investment Climate Statement, have been withdrawn and are being redrafted. Article 24 of the Law on Profit Tax also covers business in Free Trade Zones. FTZ users are eligible for the following benefits: waiver of tariff on imported products; a user of the zone who constructs or participates in construction of infrastructure projects in the zone worth HRK 1 million (about $1350,000) or more, is exempted from paying corporate tax during the first five years of operation in the zone; other users in the zone pay corporate tax in the amount of 50 percent of the regular rate (i.e., 10 percent instead of 20 percent); zones are exempted from any Croatian emergency measures or other restrictions pertaining to foreign trade or hard currency transactions. Users of the zones may freely store their goods and production equipment in the zones. Goods that are not intended for trade on the Croatian market or for domestic consumption are fully exempt from custom duties or taxes. Goods that are imported into Croatia will be taxed and assessed duties per the value of the production materials imported for the product and not per the value of the finished product. The following seventeen locations are currently FTZS: Buje, Krapina-Zagorje, Osijek, Rijeka, Sibenik, Slavonski Brod, Split, Splitsko-Dalmatinska County, Obrovac, Ploce, Pula, Kukuljanovo, Varazdin, Zagreb, Bjelovar, Podunavlje - Vukovar, Vukovarsko-Srijemska County. | | Czech Republic >> - Czech Republic >> Czech law permits foreign investors involved in joint ventures to take advantage of commercial or industrial customs-free zones into which goods may be imported and later exported without depositing customs duty. Duties need be paid only in the event that the goods brought into the free zone are introduced into the local economy. The investment incentive package also permits duty-free import of high tech goods and creation of additional foreign-trade zones.
Currently authorized foreign trade zones in the Czech Republic are Cheb, Ostrava, Pardubice, Prague (2), Zlin, Trinec, Bor u Tachova, Frantiskov nad Ploucnici and Hradec Kralove. Rules for operations within a commercial or industrial customs-free zone are the same as in the EU. | | |
