This small free zone is designed to be a small-scale experiment before establishing the sizable Doraleh industrial and commercial free zone is opened. The Doraleh free zone will cover 600,000 meters squared in the first phase. The Airport, managed by DPI is also planning to establish a free zone within its premises to complement Doraleh Free zone.

The CNZF's Annual Statistical Report for 2003 noted a Free Zone Sector with a total of 54 free zone parks and 531 operating companies. Of those companies, 250, or 47 percent are from the United States. The total cumulative investment in Free Trade Zones is approximately US$ 1.3 billion at year-end 2003, of which nearly 74 percent represents foreign investment. Over 61.3 percent of foreign investment came from the U.S., followed by companies registered in South Korea, Netherlands, and Switzerland. In general, firms operating in the free trade zones experience far fewer bureaucratic and legal problems than do firms operating outside the zones.

  • Free Trade Zones >> According to the Customs Act free zones can be established on the customs territory by order of the Government of the Republic. Concerning import and export duties, taxes and trade policy measures established for regulating importation, goods in a free zone are considered as being outside the customs territory. As a rule customs procedures are not applied to these goods. A free zone is a territory where the VAT and excise duties (as well as possible fees for customs services) do not have to be paid on goods imported and later exported.

    In Estonia free zones have been established in Muuga (near Tallinn), Sillamae (North-East Estonia), and Valga (South Estonia).

 

 

Finland >>

  • Finland >> Finland has 4 free zones and 7 Free Warehouse areas. Finland's biggest fenced and guarded free zone is located in Hanko, at the southernmost tip of the country. Hanko is also the leading car terminal in Finland, where 90 percent of the imports of registered car importers are customs cleared.

    In Finland, the duty-free free zone and warehouse licenses have in most cases been granted to municipalities or cities, but one or several commercial operators, approved by the customs districts, are usually in charge of warehousing operations within the area. The duty-free storage areas are available to both domestic and foreign- owned companies.

  • Gabon >> In October 2000, a Free Trade Zone project called "Zone Franche de l'Ile de Mandji," (Mandji Free Trade Zone) was created near Port-Gentil for export of processed wood and/or oil field services. However, the zone is still very much in the project stage. An American consulting firm, the OTF group, was hired in 2003 to carry out a feasibility study on the possibilities for timber sector development (e.g. secondary timber processing) in the free trade zone.

    As a member of the Central African Customs Union (UDEAC part of CEMAC), Gabon belongs to a free trade zone (Cameroon, Central African Republic, Chad, Congo, Equatorial Guinea), wherein all imports are subject to very low or no customs duties. The CEMAC zone is a preferential trade area, a single market of more than 30 million people over a territory representing 1/10 of Africa's surface.

  • The Gateway Trade Project >> The Government of the Gambia is at an advanced stage of preparations for the implementation of the Trade Gateway Project, whose overall objective is to develop and promote The Gambia to become the regional center for processing, manufacturing, assembly, and distribution in West Africa. The project will facilitate the establishment of Free Zone Authority (FZA) and the creation of export processing zones, specially developed for activities that are export-oriented and involve warehousing, sorting, packing, minor processing and assembly. Investors will benefit from a number of one-stop-shop services and facilities, including the entire infrastructure they need for operating profitable investment undertakings.
 

Germany >>

  • There are eight free ports in Germany established and operated under EU Community law: Bremen, Bremerhaven, Cuxhaven, Deggendorf, Duisburg, Emden, Hamburg and Kiel. These duty-free zones within the ports also permit value-added processing and manufacturing for EU-external markets, albeit under certain requirements. All of them are open to both domestic and foreign entities. Falling tariffs and the progressive enlargement of the EU have in recent years gradually eroded much of the utility and attractiveness of duty-free zones, but there are currently no plans to eliminate them.

Goods of foreign origin may be brought into these zones without payment of customs duties or other taxes and remain free of all duties and taxes if subsequently transshipped or re-exported. Similarly, documents pertaining to the receipt, storage, or transfer of goods within the zones are free from stamp taxes.
