  • Romania >> Currently, there are six FTZs: Sulina (located at the mouth of the Danube); Constanta-Sud Agigea (located close to the port of Constanta, at the entrance to the Black Sea-Danube Canal); Galati (located about 100 km from the Danube mouth); Braila (located 30 km up the Danube from Galati); Curtici- Arad (located about 30 km from the border with Hungary); and Giurgiu (located on the Danube, 60 km south of Bucharest).

  • Russian FEZ >> Federal legislation on the further development of Free Economic Zones (FEZs) has been languishing in the government for some time. Minister of Economic Development and Trade German Gref strongly favors FEZs as a means of attracting investment. The main opposition is thought to come from the Ministry of Finance. The FEZ in Kaliningrad, which allows goods to be imported duty-free as long as they are not re-exported to the rest of Russia, has generated little new investment. The other FEZ's, namely Magadan and Nakhodka, exist on paper but have had no economic impact. US Department of State.

  • Saudi Arabia >> Saudi Arabia does not have duty-free import zones or free ports. It has begun to permit transshipment of goods through its ports in Jeddah and Dammam. Saudi Arabia is a member of the Gulf Cooperation Council (GCC), which confers special trade and investment privileges within the six member states (Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, and the UAE). Saudi Arabia is also a member of the Arab League, which has recently agreed to negotiate an Arab free trade zone. US Department of State.

  • Dakar Free Industrial Zone (ZFID) >> This is largely inactive and stopped issuing new licenses in 1999. Firms already located there may continue receiving benefits until 2016. Pfizer is located in the ZFID and does some production and packaging for the African market. "Point Franc" status confers some of the same investment and re-export benefits without an obligation to locate in a specific site. Both the ZFID and "Point Franc" programs have been replaced with the Entreprise Franche d'Exportation (EFE), which reduces taxes and provides for duty-free imports as mentioned above.   • Serbian Free Trade Zones >> There are currently 14 designated free-trade zones in Serbia: Belgrade, Smederevo, Kovin, Novi Sad, Sabac, Subotica, Sremska Mitrovica, Senta, Prahovo, Sombor, Lapovo, Vladicin Han, Backa Palanka and Pirot. However, only five of them
    are functioning at present: Belgrade, Novi Sad, Subotica, Sabac and Pirot. Free trade zones in Pirot and Subotica have been the most successful. Imports into the zones and exports from the zones are not subject to quotas, permits, licenses, or other foreign trade restrictions. Fixed assets, machines, and construction materials can be imported duty-free. Goods that are imported from the zones into the domestic market are subject to standard customs procedures; however, if the goods are produced from at least 50 percent domestic components, they are considered to be domestic goods. Moreover, the profit from investments over EUR 8 million is tax-free for 10 years.

    A new Law on Foreign Trade Zones is being drafted as of early 2006. The new law will require shutdown of non-active free trade zones, while active and newly-formed ones will
    be required to submit their reports at the end of each fiscal year to the future Directorate for Free Trade Zones. This Directorate would be authorized to issue or cancel licenses to operate the free trade zones. In addition, the new law would allow the establishment of the free trade zones within business parks.

  • Free Trade Zones in Slovakia >> Currently there are four free customs zones in Slovakia: Zilina in the north, Banska Bystrica in central Slovakia, Trencin in the west, and Kosice in the east. There are no geographic limitations where free customs zones or warehouses can be located. In general, existing zones do not play a significant role in Slovakia’s economy and are not an important factor in attracting foreign investment. Instead of free customs zones or free customs warehouses, a regime of inward processing is commonly employed in Slovakia. This allows goods to pass through one or more processing operations within a customs territory in one of two ways. First, foreign goods intended for re-export from the customs territory in the form of compensatory products without being subject to import duties or commercial policy measures (this is known as a suspension system). Second, goods released to a free circulation regime with repayment or remission of the import duties chargeable on such goods, if they are exported from the customs territory in the form of compensatory products (this is known as a drawback system).
